Performance Contracting in Education Ministry -Pledge to Enhance Service Delivery

Performance Contracting remains a vital tool in driving efficiency and accountability within public service management. The Ministry of Education has exhibited its willingness to use the model for better service delivery.

Speaking at the CEMASTEA Centre in Karen during the signing of the 2024/25 Performance Contracts, Education Cabinet Secretary Julius Migos Ogamba reaffirmed the government’s commitment to delivering inclusive, equitable, and high-quality education, training, and research.

“This exercise is more than just a formality—it is a powerful mechanism to ensure transparency, efficiency, and measurable results,” said CS Ogamba while presiding over the official launch. “By signing these contracts, we pledge to be accountable, responsive, and dedicated to delivering real impact in the lives of Kenyans.”

The Performance Contracts are aligned with the 2024/25 guidelines, ensuring they support the government’s strategic direction and emphasize measurable outcomes. CS Ogamba stressed that accountability to the citizens is paramount, as Kenyans expect tangible results. He vowed to rigorously monitor progress, address challenges, and make necessary adjustments to meet set targets.

Commending the teamwork within the Ministry, CS Ogamba highlighted the critical role of collaboration in achieving these goals. “Together, we will transform these commitments into reality and build a Kenya where education is a key driver of economic growth,” he stated.

He also expressed appreciation to the President and the government for their unwavering support in advancing competency-based, equitable education for sustainable development. While acknowledging those who surpassed their targets in the 2023/24 period, he challenged underperforming institutions to step up and positively impact Kenya’s socio-economic landscape.

“My office will continue supporting your projects and programs to align with the National Goals of Development,” said Ogamba. However, he acknowledged the challenge of limited resources and called for innovative strategies and prudent financial management to maximize service delivery.

CS Ogamba further emphasized the need to prioritize high-impact projects that deliver quick results with minimal resources, including completing pending initiatives.

He underscored the Ministry’s oversight role over 25 State Corporations and Statutory Boards, which play a crucial role in Kenya’s economic development. These agencies, he noted, are instrumental in advancing inclusive education, training, research, science, technology, and innovation for sustainable progress.

“The success of these State Corporations is critical to the Bottom-Up Economic Transformation Agenda. Their roles—from regulatory oversight to final service delivery—significantly influence the education sector and the broader economy,” he said.

Recognizing the challenges faced by some Semi-Autonomous Government Agencies (SAGAs), Ogamba reassured continued government support while urging them to enhance resource generation to supplement state funding.

With performance contracting in place, the Ministry remains steadfast in its mission to drive excellence, accountability, and innovation in education, ensuring tangible benefits for all Kenyans.
